MENTAL HEALTH ROYAL COMMISSION
* The Royal Commission into Victoria's Mental Health System was promised during the 2018 election
* It was established in 2019 and concluded in 2021
* There were 65 inquiry recommendations and nine interim report recommendations
* Critics argued the inquiry did not completely address the full extent of harms inflicted and human rights violations
* Following consultation between the Victorian Mental Illness Awareness Council and the Minister for Mental Health Gabrielle Williams in May 2022, the Department of Health commissioned advice to Ms Williams on how the government could formally acknowledge harm
* Human rights consultant Simon Katterl, who led the project, said he first wrote a briefing to the health minister in July 2022, however almost one year later, Premier Daniel Andrews on Tuesday said he was not across the report
